COP30 Unlocking the Resilience Dividend: Building Futures through Resilient Infrastructure

17 November, 2025 @ 11:30 am – 1:00 pm BRT

This session will launch and spotlight the second Global Infrastructure Resilience (GIR 2025) report, leveraging its insights to bolster global advocacy for climate and disaster-resilient infrastructure. Building on the inaugural edition, which defined the resilience dividend, GIR 2025 report shifts the focus on how this dividend can be effectively captured. Drawing on enhanced risk assessments and global surveys, the session will explore the financial, technological, and ecological dimensions of resilience and their role in facilitating risk-informed decision-making. The technical panel will highlight practical tools, case studies, and frameworks across the various dimensions for translating GIR 2025 insights into tangible resilience outcomes.

ICSI is the lead author of one of the GIR 2025 chapters presenting the findings from the Global Infrastructure Resilience Survey for Experts and Professionals (GIRS), the largest survey of its kind engaging with more than 3,000 infrastructure professionals across 100+ countries. One of the strongest messages from our global study is that strengthening policies, standards, codes, and regulations so they explicitly address resilience and future climate risks is the single most important action governments can take.
