Resilience Gateway Ports: Why Climate Resilience Matters and What It Takes
This paper examines how the gap between growing climate risks and their integration into port planning, investment, and decision-making can be closed through five interconnected fields of action: 1) understanding system-level risk, 2) coordinating across the many actors involved, 3) leveraging sector trends such as digitalisation and decarbonisation, 4) financing resilience in new ways, and 5) designing solutions that deliver multiple benefits at once. Drawing on examples from ports around the world, it shows how resilience can be embedded across an asset’s full life cycle, turning ports from infrastructure at risk into resilience gateways for the wider systems they anchor.

Unlocking finance for resilient port infrastructure: Insight paper
Port systems provide a useful way to ground the challenge of financing resilience in real-world scenarios. They are economic lifelines that connect global trade, energy systems, food supply chains and local communities. As they become hubs for the energy transition, they also provide a useful lens through which to explore why resilience still struggles to attract investment. Through consultation with practitioners from engineering, finance, academia, city networks, NGOs and international organisations, ICSI has explored what it will take to make resilience investable, using ports as a test case.
